The Victim Assistance Program (VAP) of the Norfolk Division, created in December, 2002, by the FBI's Office for Victim Assistance, serves victims of federal crimes under investigation by the Norfolk Division of the FBI. A victim is a person who has suffered direct physical, emotional, or pecuniary harm as a result of the commission of a crime. The impact of crime on victims and their families can be devastating, but the VAP can help victims cope with the effects of the crime. VAP provides victims with information related to the federal system and the status of the investigation. Through VAP, victims can obtain referrals to other agencies for services such as mental health counseling, support groups, financial counseling, and social services.

The FBI's Office for Victim Assistance, established shortly after 9/11, oversees Victim Assistance Programs in each of the FBI's 56 Field Offices. Featured on the FBI's web site on 3/24/2004, was an interview with Kathryn Turman, Office for Victim Assistance Program Director, entitled Helping Terrorism Victims and Their Families, in which Ms. Turman gave a poignant account of how the OVA has provided, and continues to provide, assistance to victims of terrorism and their families.

In addition to helping victims and their families, the Norfolk Division VAP provides assistance upon request to local and state programs and services that support crime victims in the community. The Norfolk VAP is also committed to educating the public about crime prevention and awareness, particularly as it relates to victimization.
