On March 23, 2004, Daniel Lee Cloyd, Special Agent in Charge of the FBI Norfolk Division, awarded the 2003 Director's Community Leadership Award to Mr. Roger W. Brown, the Senior Property Manager of Patrick Henry Mall. Mr. Brown's commitment to anti-crime, drug, gang, and violence prevention is demonstrated through his leadership, dedication and strong personal involvement in developing various community-based programs, working with schools, law enforcement, neighborhoods, and businesses.
Mr. Brown is responsible for initiating the Community Education and Outreach Center based out of the Patrick Henry Mall, a project strongly supported by the Newport News Police Department. The Center serves as a resource center for crime prevention and provides educational materials for the general public. Mr. Brown provided a retail storefront space in Patrick Henry Mall where he and his staff volunteered (and continue to volunteer) hundreds of hours and dollars towards the creation and operation of the Community Education and Outreach Center. The Center has reached thousands of citizens by providing a venue in which city and other community-based agencies, such as AARP, MADD, and DARE, can disseminate materials. The Center sponsors child identification projects and national initiatives, and it hosts seasonal activities such as appearances by nationally known "Mayberry Deputy."
Mr. Brown is an avid supporter of the Keeping Kids in School campaign, an initiative of the City of Newport News, Newport News schools, various city businesses and faith groups to reduce truancy within the city. Prompted by Mr. Brown, the Patrick Henry Mall was one of the first businesses to lend support to the initiative, and Mr. Brown helped organize the "Keeping Kids in School kickoff event at Patrick Henry Mall in 2001.
The numerous awards presented to Mr. Brown, such as the Outstanding Contribution to Law Enforcement by the Virginia Police Chiefs Foundation and the Virginia Association of Chiefs of Police in 2002, and the Virginia Crime Prevention Association Annual Award in 2003, are a reflection of his dedication and commitment. In addition, he was the recipient of the National Exchange Club's Distinguished Virginian of the Year for his contributions to the community at large, and the Corporate Citizen of the Year award for his leadership, sensitivity, and responsiveness to community needs in promoting educational success, social programs, and community anti-drug awareness.
